“Smart” power means a combination of “hard” power — to coerce by military or other means — and “soft” power — the power to convince and persuade through trade, diplomacy, aid and the spread of values.The phrase is relatively recent addition to the diplomatic phrasebook, even if the concept is not. It was coined not long after the invasion and occupation of Iraq and was presented as a liberal alternative to the aggressive neo-conservatism of the Bush AdministrationAccording to Joseph Nye, a leading exponent of “smart” power as an extension of “soft”, America must “learn to co-operate and to listen” if it is to become a “welcomed world leader”.Smart-power advocates invoke the the creation of such institutions as the United Nations, Nato, global free trade and the Marshall Plan, in which the US plays a central but not solo role.Source: Times Online

Berkat kunjungan Ardi Fitra Rahman saya jadi banyak berkenalan dengan blog-blog dan situs hubungan internasional dari para peminat dan pakar HI. Sebuah perkembangan menarik yang bisa menjadikan pengembangan studi hubungan internasional versi Indonesia bisa diwujudkan.Sudah lama catatan-catatan saya mengenai studi politik luar negeri dan studi hubungan internasional dengan memasukkan unsur pemikiran dari negara berkembang (Indonesia) dijadikan sebagai basis kajian perilaku negara berkembang dalam berinteraksi dengan mitranya dari mancanegara.Kajian intensif terhadap paradigma hubungan internasional menunjukkan bahwa dasar-dasar filsafat barat dalam mengkaji interaksi global sangat dalam. Bahkan kemudian muncul dalam tataran penafsiran peristiwa aktual. Aliran realisme atau neo realisme misalnya melihat manusia sebagai mahluk jahat yang siap menaklukan dan menyerang sehingga muncul doktrin negara mengenai power politics.Kalau saja pemikiran di Indonesia dikembangkan apakah basisnya tradisi atau religius mengenai unsur-unsur manusia yang intrinsik kemudian ditarik kedalam tataran global sebagai sebuah sifat manusia yang inheren maka akan menjadi kaya kajian hubungan internasional.KJ Holsti misalnya juga melihat pola interaksi yang menjadi latar belakang kerangka analisa HI dilihat dari sedikitnya tiga sistem sub-dunia yakni Yunani, India dan Cina. Saya pernah mendiskusikan hal ini mengapa sistem regional yang pernah menguasai dunia dari abad ke 6 sampai 12 di bawah imperium Islam tidak mendapat kajian. Padahal dari sistem itu bisa ditarik beberapa prinsip hubungan internasional yang pernah hadir di muka bumi.Demikian juga kajian interaksi aktor regional ketika era Sriwijaya dan Majapahit serta kerajaan Islam Indonesia bisa dijadikan sebuah butir-butir penting dalam penelitian mengenai sistem regional yang bisa berinteraksi dengan kekuatan global.Hal ini belum bisa dilihat dari blog-blog hubungan internasional yang terlena dengan kajian, kerang dan teori Barat. Beberapa blog peminat hubungan internasional misalnya Asrudin masih banyak memaparkan kajian HI dunia. Demikian dari Portal HI tak dapat banyak yang digali tentang HI Indonesia.Mungkin dari para peminat HI di Indonesia sudah saatnya mengembangkan Indonesian School – meminjam istilah English School dalam studi Hubungan Internasional.
